Andhra Bank took over the Convenorship of SLBC from State Bank of India in 1984
and since then 176 SLBC meetings were organized by the bank in the State besides
several meetings of the Standing/Steering Committee.

Constitution of SLBC
The State Level Bankers' Committee (SLBC) was constituted in AP State to act as
a consultative and coordination body of all financial institutions operating in
the State. The committee is expected to discuss issues, consider alternative
solutions to the various problems in the field of banking development and evolve
a consensus for coordinated action by the member institutions. Andhra Bank took
over the Convenorship of SLBC from State Bank of India in 1984 and since then
176 SLBC meetings were organized by Andhra bank in the State besides several
meetings of the Steering committee.
Organizational Structure
The SLBC comprises of representatives of all Commercial Banks and Chairmen of
Regional Rural Banks operating in the state. Representatives of the state
Cooperative banks, Reserve Bank of India , NABARD shall also be invited to
attend the meetings of the committee. The level of participation is the
Zonal/Regional heads of banks stationed at the state headquarters, for
expeditious decision-making. The Chairmen of RRBs will represent the Regional
Rural Banks. Banks having less than 5 branches in the State could however be
represented by the Branch Manager of the State head quarter's branch and shall
act as the State coordinator.
Steering Committee
The Steering Committee has been constituted by the SLBC when the membership of
the SLBC is too large to permit effective deliberations for decision-making. The
Steering Committee will be constituted with 10 or more major Commercial banks
and Cooperative banks, to discuss problems and to evolve a course of action for
adoption by the SLBC. The committee shall entrust any specific problem to be
studied in depth, to a "Study Group' comprising of representatives of Banks
having greater expertise at their common. The Study Group shall outline the
course of action to such specific problem.
Activities of SLBC of A.P.

The SLBC shall take up such issues as have been raised by member banks or state
Govt. authorities and resolve them.

The SLBC shall analyse the deposits and advances of banks and review the credit
deployment position for improving it wherever, it is unsatisfactory.

The SLBC shall serve as a focal point of the banking system for securing better
liaison with the state governments authorities. The SLBC shall liaise with the
Secretary (Institutional finance) of the State for contact in the matters
relating to the implementation of Lead Bank Scheme.

The SLBC shall serve as the clearing house in respect of inter institutional
coordination problems remaining unresolved at the level of district consultative
committee.

SLBC shall consolidate all the District Credit Plans and prepare State Credit
Plan and launch.

The SLBC shall regularly examine the Dist Credit Plans and its implementation
and ensure appropriate follow up action to see that the plan implementation is
in accordance with the time schedule envisaged.

The SLBC shall become a very useful forum for reviewing the flow of credit to
sponsored schemes of both central and state governments and allocate shares to
banks.

SLBC shall regularly review the progress made under various Government sponsored
programmes of poverty alleviation and monitor it's progress through Lead
District Managers stationed at the District Head quarters.

SLBC shall coordinate various meetings in connection with Bankers in the State.

SLBC maintains liaison with various Government departments on behalf of Banks in
the State and represent problems of the member Banks to the Government for
solution.
Periodicity of the meetings
The SLBC shall meet as often as necessary keeping in view the business on hand
and the frequency in no case be less than once in every quarter. The Steering
Committee shall meet more often than the main Committee.
Attendance at Meetings
The nominated representatives of banks shall attend the meetings. If for any
unavoidable reason a nominated representative of bank cannot be present at any
particular meting he should nominate his next in command to attend the meeting,
after duly briefing him about the banks views on various items of agenda for
that meeting. Issues for consideration of the House should not get postponed for
want of attendance of the representatives of banks.
Proceedings
The SLBC Cell shall draw the record of discussions and decision and circulate
the same to all members for follow up action. Each bank is expected to initiate
follow up action on the consensus, if any, arrived at the meetings of the
Committee. The member banks shall implement the recommendations of the
committee. In case the member Banks do not implement the decisions, the SLBC
shall take up the matter at the Head office level.
